To make it clear - this is the flag of the former autonomous okrug, which is now incorporated into the Permskiy Kray. It is still an okrug, with a new flag, but no longer autonomous.

Although related to the Komi (or Zyrans), Soviet divide-and-rule policies towards ethnic minorities dictated the establishment of a separate region for the Permyaki, and a National Area was created in 1925. Some Komi wish to unite their various regions into a Greater Komi Republic; such aspirations are unlikely to be permitted given the region’s economic importance.

2008 status change

According to the Federal Constitutional Law from March, 25, 2004 number 1-FKZ About creation of new subject of the Russian Federation in structure of the Russian Federation in result associations of the Oblast of Perm’ and Komi-Permyakian autonomous Okrug this new subject of the Russian Federation is considered formed since December, 1, 2005.

This new subject of the Russian Federation will have a new name the Kray of Perm’. The Oblast of Perm’ and Komi-Permyakian autonomous okrug stop existence as subjects of the Russian Federation since December, 1, 2005.

Komi-Permyakian autonomous Okrug will be transformed into Komi-Permyakian Okrug, as an administrative-territorial unit of the Kray of Perm’ with uniform territory and special status, determined by the Charter (Ustav) of the Kray of Perm’ accordingly. It is probable, that the Kray of Perm’ will keep flag and coat of arms of the Oblast of Perm’. But it is not established yet lawfully. Not clear till now, whether will have Komi-Permyakian Okrug own flag and coat of arms.

Now structure of KPAO includes 1 city (Kudymkar, Town of Kudym in Komi-Permyak language) and 6 rayons (districts) which are first-levels municipalities:

  • Rayon of Gayny (Гайнский район);
  • Rayon of Kosa (Косинский район);
  • Rayon of Kochevo (Кочевский район);
  • Rayon of Kudymkar (Кудымкарский район);
  • Rayon of Yurla (Юрлинский район);
  • Rayon of Yusiva (Юсьвинский район).
These municipalities have the right to the flags and the coats of arms, and some from them have them. These municipalities will exist (will continue existence) and in structure of KPO, and will rule separately from other rayons of the Kray of Perm’.

Meaning that the current KPao will somehow “survive” territorially, even if devoided of its autonomy. It may even retain its flag (or the right to have a flag, at least).

Description of the flag

The proportions of flag of Komi-Permiak AD was 2:3 according to law of Komi-Permiak AD About The Flag of Komi-Permiak AD from 12/02/96 (signed by governor N. Poluânov on 19.02.1996). But on 27/06/1997 new law #10 of Komi-Permiak AD About modifications of The law of Komi-Permiak AD "About The Flag of Komi-Permiak AD" from 12/02/1996 was passed (came into power on 14.07.1997). According this new law the flag of Komi-Permiak AD is red-white-blue and in the center of white stripe there is emblem — red perna; proportion of flag is 1:2. This law changed (defined a little) the description: «… red perna (two right and two left fragments in saltire)…». The ends of perna not touch to red and blue stripes.

According to Mikhail Revnivtsev’s paper in recent issue of Vexilologie 120 [rev01], Komi Permyak Autonomous District — the bottom stripe is light blue, flag ratio originally 2:3 (19-02-1996), since 14-07-1997 it is 1:2.

I’m willing to bet that the perna is some kind of sun sign. This version bears a topological resemblance to the sun sign in the flag of New Mexico.

The problem is that the symbol isn’t described exactly in the regulation; it is considered “implicit knowledge”. The knowledge isn’t exactly wide-spread outside the Komi-Permiak territory.

The description of standart (flag) of the head of Administration of Komi-Permyak Autonomous District:

The Standart (flag) of the head of Administration of Komi-Permyak Autonomous District represents a square panel of three equal horizontal stripes following the colors of the national colours of Komi-Permyak Autonomous District: top — red, middle — white, bottom — dark blue. The top left corner of a panel is connected with bottom right and top right to the bottom left corner two parallel beams of white color, which are crossed in the centre of a panel. On this crossing in the centre of the middle white stripe the figure of a bear, in red, facing the staff. In the centre of the top stripe the element of the national ornament (“Perna”) is located. The panel is surrounded by a yellow fringe.

Spoked-"#"-shaped perna

This version is another try on a correct version, based on an image of the coat of arms of the capital of Komi Permiak territory, Kudymkar, from this website. On these arms is shown a central symbol (perna). I tried to discuss the matter with some vex-colleagues of mine, and he stands to his opinion that this image (drawn after his description) is more correct. Unfortunately I don’t have a source.

We have to asume that the emblems Kudymkar and Parma itself show differently shaped pernas, respectively spoked and simple tilted octothrope ("#"). Very strange..

Ethnic flags?

Are these “ethnic” flags used at all? By whom? I’d expect “nationalists” in Komi Permâkskiĭ a okr to use an undefaced Komi flag. After all, the differences between “zirians” and “permyaki” are artificial and exogenous, and thus bound to be refused by pan-komian nationalists.

Nationalist people used the white green blue flag with emblem in upper hoist, colors based in the ones adopyted by their relatives Komi Zirian. But one think is people Komi Permiak and other is Komi Permiak AD.

Coat of arms

Emblem (coat of arms) of Komi-Permyak a.o. were adopted 12 Febr. 1996. The shield divided horizontally on three parts: red, white and blue. The white national emblem perna placed on red stripe; a red bear is on the white stripe.
