The flag and arms of Litija are prescribed by Decision Odlok o grbu i zastavi Občine Litije, adopted on 25 March 2004.
On the municipal website is available the text of the Decision, as well as its companion colour plates and construction sheet.

The flag is in proportions 1:2.5 (2:5), vertically divided into three equally wide blue, white and blue stripes, with the attributes from the municipal coat of arms set in the middle. The Decision states that "the attributes cover 1/3 of the white field". The construction sheet shows how this should be understood.

The colour specifications are:
- Blue: CMYK 96-72-7-0 / Pantone S 196-1 CVS
- Yellow: CMYK 4-3-92-0 / Pantone S 2-4 CVS
- Black: CMYK 0-0-0-100 / Pantone S 325-1 CVS
- White: CMYK 0-0-0-0 / Pantone S 325-9 CVS

The vertical flag is prescribed to be similar to the horizontal flag, with the attributes rotated appropriately.

The coat of arms of Litija is an artistic improvement of the previous coat of arms, "Azure an ancient jar over which flows a winding river in bend sinister on which is a man driving a boat by a long pole".
The ancient jar is named vaška situla, after the town of Vače (in German, Watsch). A situla is a jar typical of the Etrurian period. In the new design of the coat of arms, the ornamentation on the jar is also visible.
The river is the Sava, and the boat is the traditional means of transport over it in the region.

The former coat of arms of Litija was adopted in the 1990s. There was no flag reported to match it.

The emblem of Litija used in the 1980s, as shown by Zalokar [zal90], pictures the Sava river curve and emblems of the Socialist revolution.
This emblem already included an element featured in the current coat of arms and flag - the river bend, there made so as to remind the letter "L" for Litija.

The type of boat driven through the water by a long pole is called a punt in English, but usually they are thought of more as flat-bottomed boats than the type shown here. I suppose the term gondola is also used (for instance, for the poled boats in Venice), but this does not appear to be shaped like that either.

In the Marais Poitevin (west of France), such a boat is called a plate (from plat, flat, as a reference to the flat bottom of the boat used in very shallow canals) and the pole used to move it is called a pigouille. The same kind of boat is used by the fishers and the oyster-farmers in the region of Bordeaux, and is called there a pinasse.

SStanič & Jakopič [j2s05] show the coat of arms as "Per fess base per pale, first: azure Mount Triglav argent; second: dexter azure three fishes swimming argent; third: gules a flag of St. John the Baptist proper (swallow-tailed, argent a cross gules throughout)".
No flag is mentioned.
