This photo of the presidential palace of St. Thomas and Prince (São Tomé e Príncipe) where apart from the national flag a red flag with the full national arms large and centered on it. (I saw this flag in a flag shop in Lisbon recently.)

The flag of the President shows the coat of arms placed in upper part of hoist on a red field.
