According to an article by the Spokesman Chronicle, the Kootenai County
Centennial Committee held a county flag contest for the Idaho Centennial in
1989, where the winner would win $100. The winner of this contest was artist
Jolean Mallet, however, the county commissioners turned to graphics designer Bob
Thackston, who agreed to design the flag free of charge, after being unable to
reach an agreement with Mallet on alterations in her design. Mallet asked county
commissioners for $1000 for a redesign of her flag. Because of this,
commissioners were much more eager for Thackston's design.
Jolean's
design featured a Wolf Lodge Bay bald eagle in full flight, while the moon and a
design mimicking North Idaho College's trademark, a dual-peak mountain design,
served as the backdrop for this. A river streamed from the mountain and
symbolized the county's waterways. At the request of the commission, she did
modify her flag, adding a sailboat and the Cataldo Mission, while also modifying
the river's design.
Bob Thackston's design featured the Cataldo Mission
among four mountain peaks. It also had an eagle in flight and a large sailboat
on four streams of water. His design was first hoisted sometime from April to
December 1990 on the state's centennial year. July 3, 1990 would be a likely
date, the exact date of statehood.
