Franklin County New York has informed us that its flag is part of the Franklin County Seal which is protected by Article 2 (30C) of the Consolidated Laws of New York, and cannot be used for anything other than official business in Franklin County and is controlled by the Franklin County Clerk who is the clerk of supreme and county courts in NY. It cannot therefore provide us with information about its flag.

The county was nice enough to send me a desktop flag of Franklin County. As is the case with many county flags, it consists of a seal on a white background.

The Franklin County Sheriff’s Department has no flag, as reported to me by
Franklin County Sheriff Jay D. Cook. This warrants further investigation at some
point, due to conflicting information concerning New York State County Sheriff
Department flags reportedly being codified into state law. An Onondaga County
New York law enforcement department historian with knowledge of the topic stated
all New York State County Sheriff Departments were, at one point, required by
state law to have their own flags, though this law has likely gone somewhat
unobserved relatively shortly after it was adopted in the 1960s.
