Description of the flag

Greene County is a county located in the U.S. state of Pennsylvania and is part of the Pittsburgh DMA. As of 2000, the population was 40,672. Greene County was created on February 9, 1796, from part of Washington County and named for General Nathanael Greene. The Greene County Flag contains the county seal, which represents the county courthouse and our motto: "Cornerstone of the Keystone State". The extreme southwestern corner of Pennsylvania, Greene County is considered the cornerstone of the keystone state. Forming the dividing boundary of the Mason and Dixon Line's western boundary.
North: Washington County
East: Monongahela River separates it from Fayette County
South: West Virginia
West: West Virginia, known as the Panhandle.

From images of elected officials the flag is apparently blue, with a large yellow-edged green seal bearing the image of the building on the county seal, shown in black and white.

The Greene County Flag has an interesting story although I don't know exactly what the design looks like:

According to the Washington, PA "Observer-Record" of 28 August 1974 (page B-10), the flag and seal adopted 20 August 1974 by the County Commissioners was rescinded due to a technical violation regarding portrayal of the US Flag on the seal. Nancy Eleanor Huffman of Waynesburg, PA, complained "it violates the Flag Code and the Commercial Code to place any object in front of the flag." The American flag was depicted in the design of the seal (which appears on the flag) "just behind the court house." The Commissioners said they would act on the seal and flag again after some reworking of the seal design.

On 15 January 1975, again as recorded by the "Observer-Record" (page B-11), it was announced the new County Flag would be presented at 11:30 am on 24 January 1975 in the Greene County Courtroom.

This flag was yet again redesigned, however. In the 3 April 1975 issue of the "Observer-Record (page B-8) it was reported that the five colors and intricacy of the design made the flag expensive to make, almost prohibitive. The Greene County Association for the American Bicentennial Observance authorized a redesigning of the seal and flag in just three colors "in cooperation with Daniel Morris, the designer of the original seal and flag."

Finally this third redesign was adopted. The "Observer-Record" published an article entitled "Public May Buy Greene Couty Flag" (17 December 1975 page B-12) that stated the official flag "approved earlier this year" by the County Commissioners depicts the county court house with stylized hills behind it on a green background, superimposed on a blue field.

This appears to be the flag in the photos cited above.
