Images based on the 1939 Flaggenbuch [neu39]. As usual in the overall series, I have retailed the shades (of blue in this case) the same as for the current flag for the uniqueness, unless there is some evidence providing for different procedure, which there is not in this case, I believe.

Inspector General of the Navy

Inspector General of the Navy ratio: 3:5
A white flag with a blue cabled anchor in the middle and two blue five-pointed stars, one at each side of the anchor. The anchor width (i.e. horizontal dimension) is 1/3 of the length of the flag, and the stars are inscribed in the circles 2/9 of the hoist in diameter (in this and subsequent flags).

This is similar to the C-in-C of today, but for the number of stars, that probably indicate the admiral's rank of the one holding the function anyway.

The flag is shown in 1939 Flaggenbuch but not in 1926 issue (just as all of the flags in the pattern, differing only in ratio there 3:5), so it must have been adopted in between.
