Are you sure this doesn't mean that the message is coming in spelled out form using the letter flags, rather than as a pre-set code from the signal book? That's the meaning of the "telegraph" flag in non-Russian signaling systems. For example, if preceded by a "telegraph" signal, the ICS flags IT spell the simple English word "it." If not, the IT combination would mean "I am on fire."
