Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Louisa County are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/louisa.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Louisa.htm. It is a ~3:5 plain white (?) flag with a large emblem centered on it. The emblem is a stylized county map outlined in thick line segments and showing in solid (black?) the course of the Mississippi River (its eastern / flywise boundary) extending to the top and bottom edges of the flag. The map is filled with a solid skyline showing farm and town buildings incl. a water pump under a sun disc at the hoist side; on its foreground area lettering reading "Iowa 150" in white (?), while in black there's the lettering "Louisa County" between the top edge of the flag and the northern boundary line - both set in serif (Palatino typeface) capitals.

According to the booklet [u9s03b] (page 8, photos 2nd and 3r of the 2nd row), the flag is indeed white and the emblem is black, with the sun disc and the river in dark red edged black.
